The Theoretical Basis Analysis and Comparison about Purchase of Home Care Services of Government

Currently the severe aging situation has provided an opportunity for the government purchasing home care services model to implement in a national pilot, which is funded by the government, operated by the social organizations, and takes the contract way to purchase home care Services for the elderly. However, in the pilot process, there is still a lack of scientific and rational analysis about this purchasing behavior, especially the lack of theoretical basis analysis and comparison. This article will discuss the theoretical basis of the government buying home care services from the welfare state, economic, management and other related theories in different fields and disciplines, and then compare and sum up the theories from the perspectives of theoretical sources, role of government, and the leading rational mode. In the premise of ensuring maximizing the public interests, this paper aims to provide constructive suggestions for the determination of development path and destination of our government purchasing home care system.
