摘要：
Taking cognisance of the fact that the country's telecommunication network was ageing, Ghana in 1975 contracted a loan to rehabilitate, expand and modernise her network. Africa is home to some of the world's least developed networks. To attract foreign investment, Africa governments should put in place attractive investment codes. Achievements and weaknesses as well as future direction for Africa and Ghana in particular have been expounded.
