A flagged or spam? Social media driven public interactions for natural disaster response and recovery

摘要
We investigate the interaction between citizens and the public agencies of urban infrastructures to determine how successfully they utilized social media to communicate regarding disaster response and recovery during the Uri winter storm in Texas. We analyze the search queries of Google during the period to understand the citizen side, while the Twitter accounts of public agencies are investigated to compare. Our results suggest that the electricity sector was the most impacted infrastructure type, which needs to overcome the temporal gap of communication for future disasters.
