An increasing trade deficit in the Chinese tourism services is attracting more attention from us to how to strengthen transnational operations to reduce the negative impact. Based on an analysis of the development status of the Chinese outbound travel market and tourism transnational operations, this paper finds that finding good locations serves as a premise to promote the development of Chinese tourism transnational operations rapidly and healthily. On the basis of relevant literature review about the factors of selecting transnational operations location, the paper calculates the tourism investment attraction coefficient of the potential locations according to the market scale, investment attraction, and tourism economy competitiveness. The paper also classifies the investment value of the potential investment locations, taking Hong Kong, the United States, Singapore, Japan, Korea, Malaysia, and Taiwan as the focus areas of tourism transnational investments.
