NEC and local government procurement

The NEC Engineering and Construction Contract (ECC) provides a sound basis from which to develop a suitable contract by which local government can procure works and services. The underlying principles of the ECC, as stated in the first condition, seek to promote mutual trust and co-operation for the benefit of the parties and the project. These principles fit well with the increasingly onerous procurement obligations being placed on local government by statute.
