Uncertainty in development projects

The major international donor organizations have undertaken a vast amount of studies over the years to explain both the success or failure of development projects. The paradox seems to be that although it is generally agreed that high uncertainty is a main problem in such projects, few studies have focused on uncertainty and risk as key parameters. This paper attempts to draw some lessons regarding uncertainty and risk exposure in international development projects. It concludes that most of the uncertainties causing major problems are internal and management-related rather than contextual.
