Study on the Implementation of the New Rural Social Pension Insurance-Based on the Survey of Tangshan City in Hebei Province

Studies had shown that there are some problems during operation of the new rural social pension insurance. These issues will affect the healthy operation and sustainable development of the new agricultural insurance system. This paper uses a sample survey method. The findings shows that farmers have strong wishes of the insured and the insurance rate is high. But the insurance capacity is uneven and pay grades is low. Farmers don't deeply understand the new farmer's insurance policy and have high expectations of farmers' pension. So strengthening the new farmer's insurance policy advocacy efforts, increasing farmers' income and thus enhancing farmers' insured capacity, intensifying government subsidies, improving the level of pensions and playing the important role of the traditional pension are the keys to perfect new agricultural insurance system and promote the pilot work.
