摘要：

Success or failure of state-owned enterprise reform is a crucial determinant for China's economic system reform. Furthermore, property rights reform plays a vital role in the process of China's state-owned enterprise reform. This paper analyses the practice of property rights reform of small and medium-sized enterprises in Zhucheng City and large enterprises in Changsha City investigates the advantages and disadvantages of property rights reform's approach during ongoing transition of China's economy and offers some advices in policy as well.
