Development of a method for quantitatively estimating the regional economic impact of fisheries management -a case study of Japanese pilchard Sardinops melanostictus in Kushiro city, Japan in the 1990s-

摘要
For the management of Japanese pilchard Sardinops melanostictus stock which is expected to increase again, we developed a method based on Input-Output analysis for evaluating the regional economic impact of introducing management action. We regarded the actual decrease of the landing in Kushiro City, Japan in the 1990s as a hypothetical impact of management action. We estimated that the negative economic impact for 3 years from 1990 would have been about 11 billion yen, and that more than 300 people would have lost their jobs. As a characteristic of I-O analysis, we must take note of the price instability of mass-caught fish, and also consider the registered area of fishing vessels. Finally, we discussed ways to improve the accuracy of the estimation and what degree of accuracy is needed for evaluating management action.
