Dam's safety legislation in Spain

The regulation of certain activities tries to reduce or to eliminate the possibility of presentation of future problems. But in the case that they happen, the knowledge of their consequences will allow to foresee the necessary measures to reduce or to eliminate them. In the particular case of dams, the elaboration of laws, regulations, technical norms, etc, pursues, but eliminating the risks for the inhabitants downstream, at least minimize them. This paper provides a description of the different actions and iniciatives that in this sense are being carried out actually by the Spanish Hydraulic Administration, responsible for the safety of 350 large dams of the 1300 existent in the whole country. All they pursue to be able to answer the following question: How safe are our dams?
