摘要：

The new public service theory is more important in the public administration, it changes the research paradigm by its democratic value and humanistic care, public participation is highlighted in the new public service vision. Though public participation is necessary, there are many problems in it, especially in the procedure and effectiveness. The paper tries to introduce the "Effective Decision Model" of professor John Thomas to solve the problems.
