摘要：
The difficulties experienced by law enforcers in the United States in apprehending computer criminals are examined. Enumeration of several computer crimes committed in the United States. Types of computer criminals are defined. Efforts of the government to strengthen its legal defenses against economic computer crimes are described. Results are presented of a study conducted by the government to better understand the motivations, tools, and techniques of computer criminals.
