摘要：
Annotation Strategic management systems are in the Czech Republic introduced into practice of local and regional development since the nineties of the last century. More than ten years long experience with application of these systems enables us to perform the assessment of their effectiveness. It is evident that realization of many strategic plans fell behind expectations, which can be identified as the symptom of managerial failure, which is caused by the approach to the strategic planning and absence of true will to manage strategically. This article is focused on definition of basic questions related to the assessment of strategic plans quality.
