The Impact of Regional Policy on Enterprises Energy-Saving Behaviors - An Empirical Study Based on County Industrial Enterprises

This paper began with enterprises energy saving behavior and a regional policy studies review, and established a regional policy-enterprises energy-saving behavior research framework after an investigation to 500 above-scale industrial enterprises in Zhenhai, Ningbo city. Then we explored the impact of four aspects of regional policy, market access mechanism, government subsidies, environmental technology innovation guidance and financing support, on energy-saving behavior. We found that there is a significant positive relationship between enterprises energy-saving behavior with all four regional policies. Followed by government subsidies, financing support is the most effective incentive policy of the four, and environmental technology innovation guidance and market access mechanism played irreplaceable roles as well. After the study on enterprises in different employment scales, we found that all four regional policies played a significant and positive role in promoting energy-saving behavior of the enterprises whose employment scale was 50-200 people. However, enterprises whose scale is 200-500 people attach more importance to environmental technology innovation guidance and financing support. Considering the impact of different policies on enterprises energy-behavior is quite different, and the government should adopt different environmental policies for enterprises of different sizes and different industries.
