摘要：

The European Union, with its 27 member states, covers a large part of Europe and has a population of over 500 million inhabitants, more than the U.S. and Russia combined. From this point of view, it is a force worthy of respect. Meanwhile, as an international intergovernmental organization, the European Union aims to build an equitable society within it and to play an active and responsible role in the world EU is a key player in areas ranging from global warming to the Middle East conflict. The base of the Foreign and Security Policy of the EU remains the so-called "soft power" the appeal to diplomacy backed, if necessary, by trade measures, aid and peacekeeping, to resolve conflicts and to reach international understanding.
