FOREIGN MIGRATION OF POLISH YOUTH IN THE CONTEXT OF THE EUROPEAN LABOR MARKET AVAILABILITY AND "OVERPRODUCTION" OF GRADUATES OF POLISH LABOR MARKET

The data presented in this paper provide evidence that the situation of Polish youth remain under the influence of several factors. The first is the virtually unlimited opportunity to work and stay in Western European countries with higher salaries as well as a wider range of social advantages especially for young families with children. The second factor is virtually unrestricted access to higher education which equaled the number of graduates with the number of births in recent years in Poland. Both of these factors increased the aspirations of young people. The third factor is the fact that the structure of graduates education, especially university graduates do not fit the supply of jobs available in the market. That led to division of the labor market: a better market where there are surpluses and stagnation of wages and the worse work market where shortages appear. Shortages of jobs requiring high qualifications (especially for peripheral areas) and relatively (compared to Western Europe) low wages result in massive "brain drain" to a few major urban centers in Poland as well as the outflow of young people outside the country, which has, due to the decline in profitability of labor migration a more permanent character. The main problem is the cardinal dilemma of the country development, especially its peripheral areas and regions that do not have strong centers, able to stop young people.
