摘要
This paper firstly defines the low-carbon rail logistics and makes a SWOT analysis. Secondly, explains the restraints based on Interpretative Structural Modeling Method(ISM), illustrates seven factors that hinder the development of low-carbon rail logistics and analyzes the restraints by categorizing the surface,mid-level and core constraints of low-carbon rail logistics. Finally,based on the above analysis,put forward corresponding countermeasures, so as to promote the development of low-carbon rail logistics.
