摘要
Since our country entered the aging society, the social contradictions of "aging before getting rich " have become increasingly severe. In order to effectively respond to this issue that concerns the overall development of our country, the state supports and encourages social capital to participate in the construction of the pension industry, and vigorously promotes the construction of medical care combined PPP projects. However, due to the low-income, high-risk characteristics of the pension industry and the immature use of the PPP model in China, the relevant laws and policies are not yet sound. This poses many challenges for the management of medical care combined PPP projects. In this paper, through the identification and analysis of the factors of the medical care combined PPP project risk factors, using the fuzzy comprehensive evaluation method and the improved analytic hierarchy process to establish a risk comprehensive evaluation model. And then, combined with actual cases, the established model was used to calculate the weight of the project risk factors, determine the risk level, evaluating the risk of the case. With a view to provide reference and basis for the management of the Chinese medical care combined PPP project risk.
