摘要
This article proposes an adaptive framework for managing knowledge in E-government context Specifically, this article aims to extend understanding in the field of E-government knowledge management by examining how an adaptive framework for managing knowledge can help government become harmonious and build dynamic capabilities. Complexity theory, complex adaptive systems, and knowledge management are used to propose the development of an adaptive framework that will assist government agencies in managing knowledge and becoming collaborative. A link among an adaptive framework for managing knowledge, collaboration and dynamic capability is established. The central proposition of the article is the government agencies that follow adaptive framework for managing knowledge are better able to compete in the globe today.
