摘要：

From the perspective of the techno-economic paradigm research, using industry cycle theory, the model of Potter national competitiveness, industrial policy model etc., this paper summed up the relationship between the techno-economic paradigm replacement and emerging strategic industries, analyzed the development stage of strategic emerging industries in China, proposed the role positioning and policy orientation of government in China's strategic emerging industries cultivating.
