摘要
Though tire 9-11 War is not over, there are lessons that the ROK call draw from the conflict: First, there are limits to Chinese power. Though Afghanistan and Central Asia are close to China, it has had to accept the deployment of large US forces ill the region, some of whom may remain ill place for years. Tire Sino-Russian axis was destroyed when Moscow forgot about its "special relationship" with Beijing in favor of better ties with the West. China has also had to accept the deployment of Japanese ships to the war zone ill support of US forces. " Second, Russia is weak. It has had to acquiesce to a LIS and NATO presence in Central Asia. It crow seeks LIS support rather than confront America. Third, so jar, the conflict has highlighted tire enormous military power of tire United States. The LIS quickly established bases halfway around tire globe and eliminated the Taliban. Despite the Bush administration's contempt for its allies, the LIS successfully organized a world-wide coalition. Fourth, the war ill Southwest Asia demonstrates that tire ROK needs to have experts who are familiar with this region. Fifth, "out of area" conflicts provide opportunities for the ROK to expand its international role through peacekeeping and humanitarian aid. Sixth, ROK-Japan military cooperation ill "out of area" operations is desirable. Finally, tire 9-11 War does not herald a new paradigm ill world affairs. inter-state relations remain the cornerstone of international affairs.
