摘要
NATO remains the key implementation tool of the US political and military strategy in Europe. The further evolution of the Alliance should be considered in the framework of the concept of three D (Deterrence-Defense-Dialogue) through the forward presence of the alliance force at the Russian borders. NATO-EU cooperation occupies a special place and keeps developing in 74 fields. In relation to Ukraine NATO launched CAP (comprehensive assistance package) bolstering the Ukrainian desire to join the Alliance. The US decision to abandon the INF Treaty will transform the security in Europe for the worse. The US ambition to maintain a global dominance has a regional dimension in Europe through abandoning INF. The topical objective in Russia-NATO relations is to restore the confidence, which can be achieved by taking risk-reduction measures and preserving a limited cooperation in such fields as fighting terrorism and nonproliferation of WMD. The maintenance of the arms control treaties is an indispensable condition that will make our relations stable, transparent and predictable.
