摘要
Space technologies can measure and forecast the effects of unforeseen disasters that can put in danger both the environment and the population. In particular, space technologies can take care of the risk evaluation, attenuation, and preparation of disaster management. Before implementing this kind of technology at a global scale, there must be an increase of human awareness regarding the possible catastrophes that might occur, build national capacity and develop a solution that is suitable and straight to the needs of the developing world. The purpose of this paper is to propose a conceptual model of disaster early warning and management system using satellite telemetry, and to determine which are the current unsolved issues and future requirements of early warning platforms through the analysis of the present worldwide trends.
