Empirical Study on the Construct and Assessment of Government Integrity under Chinese Background

The paper examines the construct and assessment indicators of government integrity. Based on review of related literatures, the construct. of government integrity was hypothesized. Researchers interviewed 64 respondents, and gathered the data on their understandings of government integrity under Chinese background. By utilizing Content Analysis, the construct and character of government integrity were analyzed. Then 36 key indictors were selected to construct a preliminary assessment system of government integrity. In order to ensure validity and reliability of these indicators, researchers developed a survey including these indicators and investigated 165 respondents. Using Factor Analysis to the survey data, we clearly verified our hypothesis on the construct of government. It was proved that there were four dimensions on the construct of government integrity which are Government Honesty, Government Credibility, Fairness and Justice and Social Development. After eliminating the unnecessary items, 28 key. indictors were identified to construct the assessment system of government integrity. Based on the insights of assessment indictors of government integrity, we put forward suggestions on improvement of Chinese government integrity. The prospect for further researches in this area was also discussed.
