The Japan's Industrial Policy failed in 1990s. Its failure is rooted in the existence of defects in the policy and the external environment constraints. The inspirations for China are as follows: industrial policy should with questions of policy science as a premise, industrial policy should accord with the basic rule that the industry develops, Industrial policy must be supported by relevant supporting policies.
