Research on the Employment Characteristics and the Employment Policies of Ordos City in Inner Mongolia - As a Resource-based City in the Process of Economic Transition in China

摘要
According to the development stages of resource-based city, Ordos city in inner Mongolia is in the mid-term of the development and it is really necessary to try its best to avoid resource exhaustion and achieve economic transition. This paper argues that employment is characterized as follows: employment growth which is driven by economic development and brings contradiction between supply and demand; ability of leading industries absorbing employees is powerful while non-leading industries have poor capability of employment; Surplus labor around the rural and pasturing areas enter into the city, which contributes to increasing employment pressure. In order to solve the employment problems, Ordos adopted a series of measures; however, there are certain aspects of employment policies deficiencies. Based on such analysis, the article proposes some advices to improve the employment policies.
