摘要：
Industrial structural analysis would be beneficial to both Shanghai and Hong Kong by identifying their advantages and shortcomings in their development processes. Use change coefficient and resemblance coefficient to compare their industrial structural change. Hong Kong has "hollow" manufacturing industry and its science and technology are inferior to Shanghai. Shanghai can learn from HK in the aspects of service industry, organization, administration and talent training. Shanghai and Hong Kong has capacious basis to cooperate with each other. Hong Kong and Shanghai will become two engines for China's economic development.
