On the Transparency of Government

Transparent Government is a basic concept of modern democratic government. Creating a transparent government is one of the most important contents of government's functions transformation. Over these years, the construction of a transparent government is always one of the most important topics for discussion of Public Administration in many countries. However, the goal of transparency has not been achieved in any country. One of the most important reasons is that some of civil servants in most countries do not want to achieve the transparency of government because of their selfish thinking. In order to eliminate the obstacles of these man-made reasons for establishing transparent governments, this paper first discussed the connotations of a transparent government; then causes of lack of transparency of government are analyzed. Finally, in view of these, some solutions about the above problems have been put forward: Constructing a consummate jurisprudence and a transparent supervision mechanism; promoting e-government construction expression; thereby preventing and controlling corruptions from the source.
