摘要
The paper explores the safe risk in the system of City Road Traffic, and combines the theory of risk and system and controling with the one of road traffic safety, comments the new concept of integrated risk and the innovative opinion of integrated risk control system about city road traffic safety. Following, it compares general definition of integrated risk with the characteristics of city road traffic system, and gives the explaination of integrated risk about city road traffic safety. What's more, the article applies the systematic analysis method to the risk control system, and makes sure the grade frame of system aim, and establishes the basic system structure that invovles in six key factors of driver-vehicle, person-substance, road, environment, traffic arrangement and control, and traffic safety management, and finally sets up system function model and system mechanism model.
