Supervision Mechanism of Urban Public Power from the Perspective of Network Governance Paradigm

摘要
In Chinese cities, it exists that imbalanced or distorted form of public power greatly has eroded urban public interest and consequently resulted in conflicts among each social class. Therefore, how to supervise public power so as to protect public interests is one of the important topics for urban public management. Based on Network Governance theory which is a new public management paradigm, this paper analyzes present status of public power supervision in China, then, proposes to apply systematization of supervision mechanism, diversification of supervision subjects and supervision approaches, self-consciousness of supervision behavior in order to construct a network supervision mechanism of urban public power with the following characters: cooperation, participation and trust. In this way, urban public power would be supervised much more entirely and autonomously, consequently, urban public interests would be the best level improved by urban public power. Finally, it proposes some countermeasures on how to construct a network supervision mechanism of urban public power in China.
