摘要
Economic globalization makes the allocation of resources beyond the national borders. Industrial development worldwide is looking for the best combination of elements and the optimal use of resources. Evolution of resource-based regional economic structure adjustment and industrial upgrading will follow the direction of internationalize. This paper, starting from the interpretation of industry, international connotation and the substance of the industrial transformation and upgrading, and pointed out that the core of the transformation of resource-based industries is to achieve the reallocation of resources and optimal use. Internationalized industry is the key for industrial transformation and upgrading. To accelerate the pace of procession of industrial internationalization, to promote the quality of industrial development and to improve efficiency is the fundamental shift for the resource-based regional economic. Industrial transformation and upgrading is a dynamic process of the quality of an industry and industrial development capacity to achieve a fundamental upgrade. Its essence is driven by innovation and re-integration of the elements and the reallocation of resources, industrial transformation and upgrading under the conditions of globalization must be integrated into the industrial process of internationalization and it will be achieved through the form of Internationalized Industry. Besides, the nature of the industry internationalization is to improve the efficiency of resource allocation. Speed up the process of industrial internationalization need to build new institutional mechanisms and to format of a new institutional framework. The key is to depend on the change of government behavior and decision-making strategy. How to enhance coordination with the external environment force, and enhance the control of the worldwide allocation of resources, will be a serious challenge on government capacity. The mission of driving up and operating the internationalized industry will ultimately falls on the shoulders of the enterprises. Enterprises should have the vision of globalization and courage to meet the challenges of the trend for internationalization. In order to achieve this goal, enterprises should not only focus on improving the ability of independent innovation, but to enhance their ability to integrate and utilize the resources of international innovation. In order to achieve by the passive acceptance of the international division of labor to independent participation in the international division of labor and to push forward the procession of the internationalization of industrial organization and industrial activity, enterprises should take the initiative to cut into the international industrial chain and fight to seize a favorable position, through the grasp of the key technologies and market, also through nurture and strengthen the new competitive advantages. Most importantly, enterprises in particular, should be stressed that the industry-wide economic and geographical scope of economic, and to establish a mechanism for sharing of good results, outcomes and global recourses with all human beings. They need oriented internal "tangled warfare" to "complementary". Create Cluster edge as a whole, enhance the international competitiveness of industry and focus on coordination and synergy of the cultivation. Finally reach the fundamental changes in the development mode of industry.
