Wargame 2000 (WG2K), being developed by the Ballistic Missile Defense Organization (BMDO) at the Joint National Test Facility (JNTF), is intended to support warfighters in examining their concepts of operation (CONOPS), doctrine, tactics, techniques, procedures, and plans for specified air and missile defense command and control (C2) infrastructures. WG2K will have five modes (or kinds of application): 1) CONOPS development (the primary mode and expected to be the most commonly used mode), 2) Commander in Chief(CINC) assessment and field exercise, 3) staff and operator familiarization, 4) architecture assessment, and 5) test and evaluation (T&E) support. WG2K will be the replacement for ARGUS (Advanced Real-Time Gaming Universal Simulation), which has provided useful ballistic missile defense wargaming capability over the past decade. Verification and validation (V&V) of WG2K is a daunting task. This paper will describe BMDO's V&V approach and will discuss issues related to V&V of a large human in control (HIC) C2 simulation. Particular attention will be given to selection of V&V techniques, to the relationship of WG2K V&V to established defense V&V policy, to how subject matter experts (SMEs) are selected for validation reviews of WG2K conceptual models, and to how SME reviews of WG2K elements are performed.
