The research paper starts from the reality that each country faces challenges in the balanced economic development of its territory. The research focuses of new approach of regional development, as a result of 21st challenges: sustainable development through Green Economy and Artificial Intelligence. The research starts by presenting the reasons for regional development inequalities in the levels of progress, and continues with new perspective approach, which involve artificial intelligence within a healthy environment. Data used are referring mostly to European countries. The research paper demonstrates that regional development is moving to a next stage: smart cities using artificial intelligence, financing regional development through blending finance, and secure financial services and banking transfers using digital financial system, giving a special attention to education and sustainable green environment.
