摘要：

Based on the review on the present development of Emergency Industry in China, definition and classification of the Emergency Industry Product have been developed and analyzed in detail. The paper has described the typical industry history and problems during the process of establishment of Chinese Emergency Industry. Three main development modes of industrialization have been put forward in order to guide the layout and the policy-making of Emergency Industry.
