In the next 20 years, China will exceed America to be the biggest economy in the world. Chinese GDP will be more than 22% of that of the globe. The city characteristic of Beijing will be improved as the world city from the national city. Currently, there are many problems in the city administration of China. After the torrential rain on July 21st in Beijing, various problems are exposed. The obvious kernel problem of the city is that the drainage system is seriously lagged; the reason is not because of technical conditions but the current city administration, planning design and mode of economic development. To this problem, the article analyzes and provides the scientific and reasonable political suggestions of the modern city administration, planning and construction, and the livable ecological city of harmony between man and nature is created, which aims to provide suggestions for the department for making the decisions of policies of city administration.
