摘要：

With the conflicts between economy development and environmental pressure worsening, as an important pathway to achieve sustainable development of economy, eco-industrial parks have been paid much attention by Governments in all countries. Based on the studies of ecological system of industry and eco-industrial parks, this paper concluded the basic characteristics of the driving forces, evolution, organization forms and implementation tools about eco-industrial parks, and put forward four-level policy objects, three-layer and two-force policy systems.
