Xiaolangdi - Huayuankou is one of the important areas of Yellow River basin. Sustainable water resources utilization and protection theory is pratically undertaken on water resources management. It is corresponding to development of population, resources, environment and economy under the premise of keeping water sustainable utilization and environmental protection, and also a most essential task of water resources exploitation, utilization, protection and management.
