摘要：
The industrial, innovation and development in the different stages of the industry life cycle needs different innovation resources and policies. The research on the innovation policies in the different industry life cycle is of great significance for industrial innovation and development. This paper will explore the needs of industrial innovation resources based on the industry life cycle theory, and will analyze the needs of innovation policies in the different stages of the industry life cycle combined with the relationship between innovation policies and innovation resources, to provide a useful reference for innovation policy makers.
