摘要：

Based on the system dynamics model for urban tourism competitiveness, this paper firstly gives the simulation to model's overall behavior, then it gives the different levels of policy simulation to key elements, such as Investment, promotion and talent etc, which affect Guilin Urban Tourism Competitiveness. Results show that tourism investment selecting 1%, communications policy 0.0005% and talent policy 0.5% is better. Policy recommendations based on simulation provides theoretical basis and practice path in enhancing the competitiveness of Guilin urban tourism and building world tourism city. While it provides some reference in improving tourism competitiveness for other cities.
