Preliminary Research on Classification of Independent Innovation and Related Incentive Model

Improving the capability of independent innovation and building an innovation-oriented country are strategic tasks currently or in the future in China. For pushing forward China's independent innovation strategy, it's necessary to define independent innovation clearly and classify it. It will stimulate personnel with different occupations to promote independent innovations. This paper defines independent innovation again and classifies it. Independent innovation consists of independent scientific discovery, independent scientific and technological inventions and independent technical innovation. This paper establishes an incentive model which is based on classification of independent innovation, puts forward incentive strategies, and determines responsibilities of scientists, inventors, engineers and enterprisers with independent innovation. In the light of the different types of innovative talents, this paper designs evaluation indicators and puts forward training measures.
