Public Acceptability Survey and Analysis of Urban Stormwater Control and Utilization Policies: Taking Beijing as an Example

In recent years, urban stormwater control and utilization have been in rapid development. It is transforming from the traditional "fast emissions" pattern into the comprehensive management pattern, including rainwater harvesting, pollution control, flood control and so on. Policies and regulations are very important for the technology development and its application. And the public acceptability is the important basis of the technology and policy generalization. As one of pioneer of urban stormwater management in China, Beijing has already issued several related policies including synchronization of design, construction and operation, grants and so on. But it is not the desired effect and the related problems with stormwater still exist. Taking Beijing as an example, the public acceptance survey of stormwater control facilities and the various policy measures were processed. According to the survey results, with the development of economic and society, urban stormwater management and water environment were paid more and more attentions by individuals and communities. Stormwater control technology model mainly concentrated in the pavement and the simple harvesting tank. Although some community constructed the stormwater facilities, but those operation and maintenance problems still exist. One of the biggest problem is the shortage of investment of captital construction. The financing approaches should be expanded for the stormwater facilities construction and maintenance. High public acceptabilities displayed for the rewards and punishment, the stormwater drainage permits, runoff drainage fee, environment tax and flood control fee discount. Survey results can provide the references for Beijing and other cities to establishment new urban stormwater control and utilization system.
