The traditional authoritative water resources allocation mode established under planned economy can not meet the demand of economic development in the socialistic market economy. A new water allocation mode should be an organic combination of macro scale regulation, democratic consultant, and water market to fully strengthen the function of river basin authority. Where the function and responsibility of government, market, water company, and river basin authority should be clearly defined, and the government should strengthen the control of the basic water demand, and improve and complete the multiple water allocation policies and control measures in a high level to practise river management through legislation, and promote the primary stage river basin water resources allocation. Market should establish water price system to realize water trade and reasonably competition in multiple water consumption, and achieve second stage distribution of water resources through marked exchange, the corporation manage should be separated from the power of government, Water Company should gradually do its business in a commercial manner, and separated from the water supply network, and the competitive ability of the buyer should be fostered, in order to reach a balanced and well - ordered competition. River basin authority should implement unified basin management on behalf of the government, and establish a platform for information distribution, democratic consultant and market exchange.
