FINANCING THE SECURITY OF EUROPEANS - A PERSPECTIVE ON THE NEW FINANCIAL FRAMEWORK FOR HOME AFFAIRS FOR THE 2014-2020 PERIOD

In order to better cater for the security needs of Europeans the European Commission is working on a new mechanism to finance its actions and the actions of the Member States for the 2014 - 2020 period. In this article we try to find out whether the new mechanism is better than the current 2007 - 2013 one. In doing so we have studied the simple facts - such as the total amounts available for implementing national and EU wide actions - and the complex ones: the actual management and control systems that will be used in implementing this programme, the legislative framework and the allocation criteria for each Member State. For a better understanding of the innovations brought by the new programme we have compared the old and the new and have a provided a SWOT analysis of the latter.
