摘要：

Because of the economic and social feature of natural monopoly and public welfare in the process of China's market-orientation transforming, the public utilities regulatory performance is of in-efficiency nowadays. A case for railway transportation is studied in this paper, based on the analysis of its regulatory performance and advice of regulatory pattern reforming.
