Policy reform in networks infrastructure - The case of Mexico

This paper addresses the Mexico experience in the opening to competition in networks infrastructure, mainly in the telecommunications sector. In spite of deregulation and privatization policies in the past, there are threats from regulatory failures which impairs the process of maximizing market competition. Distributive goals, overlapping regulatory agencies and protectionist devices inclusive to new providers from further competitors, are common policy failures, The approach to 'managed competition' leads on to a deficient market environment due to inefficient regulatory design, (C) 1997 Elsevier Science Ltd.
