摘要
The technological innovation is the core of regional economic development; its ability and efficiency directly influence the potential of a country's economy sustainable development. The application of clustering method can carry on the effective classification to the technological innovation of China. Introducing Data Envelopment Analysis in classification method is a good idea which uses the difference between samples and the front of production as the distance. With this distance the classification of the regional technological innovation will be more effective. From the analysis and combing the reality we can draw the conclusion that based on some certain inputs, the soft environment determines the effect of technological innovation.
