IDENTIFYING THE CHANGE IN TRAVEL SPEED AND CRASH FREQUENCIES AFTER REDUCING A SPEED LIMIT IN NAEBU EXPRESSWAY, SEOUL

摘要
The speed limit of Naebu Expressway (which is also called Inner City Expressway) was decreased from 80kph to 70kph to reduce the number of crashes on May 1, 2006 by the Seoul Metropolitan Police Agency (SMPA). The objective of this study is to examine the impact of reducing speed limit in Naebu Expressway on travel speed and crash frequencies using the before and after study with comparison group method. The results showed that average travel speeds are slightly decreased after reducing the speed limit. With regard to traffic accidents, however, the number of crashes was found to increase by 16% compared to the number of crashes occurred during the before period.
