Starting from the characteristic analysis of cleaner technology (Cl in this paper, CT is divided into three types as none-profit, critical-profit and high-profit through the horizontal and vertical analysis from the microeconomic view between CT and non-cleaner technology (NCT). It is concluded that government intervention policies such as financial subsidy, environmental tax can push CT to high-profit type. Based on the study above, two CT diffusion modes are proposed; enterprise voluntary mode and government driven mode, which provided a research framework and direction for CT industrial development mode.
