摘要
At the time of the change of sovereignty in the Cuba and Puerto Rico as a result of the Spanish-American War, neo-colonial discourses were elaborated in the United States, often accompanied by photographs that racialised the population and showed the backwardness of the new possessions. This was a way of justifying American intervention in the gover-nance of the islands to ensure their prosperity and the implementation of modernisation measures, especially in education, health and public works.
