Evaluation of drones that can be assigned in damage assessment tasks by the Fuzzy DecisionMaking Methods

摘要
As a result of natural disasters that can occur at any time of life, great loss of life and property can be experienced. After the evacuation of the survivors in the disaster areas, a damage assessment study should be carried out by the authorities in order to determine the material damage and the extent of the destruction of the affected people. The need for high-resolution imagery and imaging of the entire disaster area in damage assessment raises the problem of choosing a high-tech drone. In this study, it is aimed to make the optimum selection among five drones with similar characteristics, which have high resolution, can stay in the air for a long time, are light, can be used by any institution and are produced for image taking purposes. While making this evaluation, the camera resolution, Seven criteria, including camera viewing angle, video frame rate, weight, flight time, flight distance and unit price, were discussed. In the solution of the problem, criteria were weighted with the Pythagorean Fuzzy Analytical Hierarchy Process (PBAHP) using Multi-Criteria Decision Making (MCDM) methods, and the criteria weights obtained were Preference Ranking Organization Method for Enrichment Evaluation (PROMETHEE) and The Technique for Order of Preference by Similarity to Ideal Alternatives were evaluated by using the Solution (TOPSIS) methods. The study is the first application on the subject of drone selection for post-disaster damage detection and monitoring with MCDM. In addition, the use of PBAHP, TOPSIS and PROMETHEE methods for the problem whose solution approach is presented contributes to the applied method.
